On February 11, 1991, Abdel Halim Khaddam, the Syrian Vice President, commented on the ongoing Iraqi occupation of Kuwait and its failure to withdraw so far, saying: “Saddam Hussein has committed the crime of occupying Kuwait, disregarding all international treaties and norms. The forcible annexation of Kuwait by Iraq provides Israel with a justification to continue its aggressive stance and expansion against the Palestinian people.”
