The meeting mainly included foreign and defense ministers from various Arab countries. Syrian Foreign Minister Abdel Halim Khaddam listed five points that he said were crucial and that the Arab world must address them immediately.

He asked the delegates to work for the immediate withdrawal of Israeli forces from southern Lebanon and to provide full support to Lebanon.

He said that the Palestinian revolution must be protected from all attempts to resolve it and any disputes between the Palestinians and Lebanon must be protected.

Foreign Minister Khaddam advised the meeting to put aside ideology and help bring Syria up to the level of Israel's military power.

Syrian leaders said Syrian airspace and territory were open to any country sending aid to the Palestinians in southern Lebanon and urged Arab countries to bury their differences.
Later, PLO spokesman Abdel Mohsen Abu Maizar told reporters. : “What is happening now in southern Lebanon is an Israeli war against the Palestinian people, against the Palestinian refugee camps, against the innocent women and children of the Palestinian people. This war is being waged by Israel... against the Palestinian people and against the Palestine Liberation Organization, and it is clear that it is for illegal purposes and against... Lebanon's sovereignty and against the existence of the Palestinian people and Palestinian refugees
