Syrian Foreign Minister Abdel Halim Khaddam says U.S. agrees on possibility of single Arab delegation including the PLO at Geneva. However, U.S. officials say the composition of the delegation remains to be negotiated and Israeli Foreign Minister Dayan says U.S. believes delegation should include ‘minor’ PLO officials.

Assad also suggests Palestinians be represented by Arab League delegation at Geneva. Syria had previously insisted on PLO participation as separate team or as part of a single Arab delegation.

Carter addresses U.N. General Assembly. He says ‘legitimate rights’ of the Palestinians must be respected and the U.S. commitment to Israel’s security is ‘unquestionable’.

tate Department says Palestinian question must be solved in Middle East settlement and therefore Palestinians must be at Geneva. However, the PLO is not mentioned.
