Lebanese Prime Minister Rafik Hariri headed Tuesday to Damascus to meet Syrian officials on the Middle East peace process and bilateral issues, particularly the establishment of a joint Lebanese- Syrian power plant.

Hariri, accompanied by Water and Electricity Minister Elias Hobeika, was to hold talkswith Syrian Vice President Abdel Halim Khaddam and other high-ranking officials.

His aides said the Lebanese and Syrians were preparing for the mid- January summit between U.S. President Bill Clinton and Syrian President Hafez Assad, and the resumption of bilateral Middle East peace negotiations in Washington.

Hariri and Hobeika also planned in Damascus to discuss bilateral issues, including the establishment of a joint Lebanese-Syrian electricity plant.

The project, intended to improve electricity supplies in both countries, was to be financed by the Syrian and Lebanese governments.

Officials did not provide details on the size and location of the proposed electricity project.
