A joint Egyptian-Syrian statement on the accession of Syria to the countries of the tripartite Cairo Declaration.

Based on the shared struggles experienced by the Arab nation and within the context of historical responsibility, the heads of state of the Tripoli Charter reached an agreement through the issuance of the Tripartite Cairo Declaration on 9 Ramadan 1390 AH, corresponding to November 8, 1970.

Driven by the Syrian Arab Republic’s desire to join the countries that are part of the tripartite Cairo Declaration, a desire that aligns with the aspirations of the Arab nation and the objectives outlined in the declaration, a meeting was held in Cairo on 27 and 28 Ramadan 1390 AH, corresponding to November 26 and 27, 1970.

The delegation from the Syrian Arab Republic, led by General Hafez Al-Assad, Prime Minister and Minister of Defense, included Mr. Abdel Halim Khaddam, Deputy Prime Minister and Minister of Foreign Affairs, and Mr. Sami Al-Droubi, Ambassador of the Syrian Arab Republic in Cairo. They met with the delegation of the United Arab Republic, headed by President Anwar Sadat, and including Mr. Hussein Al-Shafei, Vice President of the Republic, Mr. Ali Sabri, Vice President of the Republic, Mr. Mahmoud Fawzi, Prime Minister, Mr. Kamal Ramzi Steno, member of the Supreme Executive Committee of the Arab Socialist Union, Mr. Abdel Mohsen Abu Al-Nour, Secretary General of the Arab Socialist Union, and Mr. Mohammed Labib Choukeir, Chairman of the Council of the Nation. Additionally, Mr. Diauddin Daoud, a member of the Supreme Executive Committee of the Arab Socialist Union, Mr. Mahmoud Riad, Deputy Prime Minister and Minister of Foreign Affairs, General Mohamed Fawzi, Minister of War, Mr. Sami Sharaf, Minister of Presidential Affairs, and Mr. Mohamed Fathi Ibrahim Al-Deeb, Secretary General of the Union of Tripoli Charter States, were present.

Direct contacts were established among Presidents Anwar Sadat of the United Arab Republic, General Jafar Mohammed Al-Numeiri, President of the Revolutionary Council and Prime Minister of the Democratic Republic of the Sudan, Colonel Muammar Gaddafi, President of the Revolutionary Council and Prime Minister of the Libyan Arab Republic, and General Hafez Al-Assad, Prime Minister and Minister of Defense of the Syrian Arab Republic.

During their discussions, the Presidents acknowledged the significance of the role that the people and government of the Syrian Arab Republic can play in reaffirming the shared Arab destiny by joining the countries of the tripartite Cairo Declaration.

Naturally, the three Presidents warmly welcomed the accession of the Syrian Arab Republic to the Cairo Declaration and the establishment of a unified quartet comprising the heads of the four states.

In light of the examination of Arab and international positions, both sides reached an agreement on the necessity of collaborating in political, military, and economic domains to bolster the capabilities of the Arab nation in its crucial battle against colonial and Zionist schemes on the Arab and international fronts.
