A joint Egyptian-Syrian statement on the accession of the Syrian Arab Republic to the countries of the Tripartite Cairo Declaration

Based on the same revolutionary circumstances experienced by the Arab nation and in the spirit of historical responsibility that led to the agreement of the leaders of the Tripoli Charter countries to issue the Tripartite Cairo Declaration on the 9th of Ramadan 1390 AH, corresponding to the 8th of November 1970,

And based on the desire of the Syrian Arab Republic to join the countries of the Tripartite Cairo Declaration, a desire consistent with the aspirations of the Arab nation and with the goals of that declaration, and to confirm and ensure the course of Arab struggle championed by the leader and teacher Gamal Abdel Nasser,

A delegation from the Syrian Arab Republic, led by General Hafez al-Assad, Prime Minister and Minister of Defense, and including Mr. Abdel Halim Khaddam, Deputy Prime Minister and Minister of Foreign Affairs, Mr. Dr. Sami al-Droubi, Syrian Ambassador in Cairo, met in Cairo on the 27th and 28th of Ramadan 1390 AH, corresponding to the 26th and 27th of November 1970, with a delegation from the United Arab Republic, headed by President Anwar Sadat, and including Mr. Hussein al-Shafei, Vice President, Mr. Ali Sabri, Vice President, Mr. Mahmoud Fawzi, Prime Minister, Mr. Dr. Kamel Ramzi Stino, member of the Higher Executive Committee of the Arab Socialist Union, Mr. Abdul Mohsen Abu al-Nour, Secretary-General of the Arab Socialist Union, Mr. Dr. Mohamed Labeeb Shuqair, President of the National Assembly, Mr. Diaa al-Din Dawood, member of the Higher Executive Committee of the Arab Socialist Union, Mr. Mahmoud Riad, Deputy Prime Minister and Minister of Foreign Affairs, General Mohamed Fawzi, Minister of War, Mr. Sami Sharaf, Minister of Presidential Affairs, and Mr. Mohamed Fathy Ibrahim al-Dib, Secretary-General of the Tripoli Charter States Union.

Direct communications took place between Presidents Anwar Sadat of the United Arab Republic, Major General Jaafar Mohamed al-Nimeiri, Chairman of the Revolutionary Council and Prime Minister of the Democratic Republic of Sudan, Colonel Muammar Gaddafi, Chairman of the Revolutionary Council and Prime Minister of the Libyan Arab Republic, and General Hafez al-Assad, Prime Minister and Minister of Defense of the Syrian Arab Republic.

Through their discussions, the presidents reached the conclusion of the significant role that the people and government of the Syrian Arab Republic could play in affirming the great truth of the unified Arab destiny by joining the countries of the Tripartite Cairo Declaration.

It was natural for the three presidents to welcome the accession of the Syrian Arab Republic to the Cairo Declaration and the formation of a unified quartet leadership consisting of the four heads of state.

In light of the review of the Arab and international positions, both sides agreed on the necessity of working in all political, military, and economic fields to support the capabilities of the Arab nation in our decisive battle against colonial and Zionist plans on both the Arab and international level.
