To the heads of Arab states,
For nearly two years, the Syrian people have suffered under the brutal aggression of Bashar Al-Assad’s deadly regime. This regime has employed all means of killing, destruction, and displacement against its own people, violating the Charter of the United Nations, the Charter of Human Rights, and moral values.
As leaders of Arab countries, you know that the tyrant Bashar Al-Assad has closed all doors to the envoys of the League of Arab States and the United Nations. It is natural to say that a ruler who kills his own people cannot be engaged in dialogue. This was confirmed by His Highness Prince Saud Al-Faisal, Minister of Foreign Affairs of the Kingdom of Saudi Arabia a few days ago.
The Syrian people are not only facing Bashar Al-Assad, but also a tripartite alliance consisting of Iran, the Russian Federation, and Bashar Al-Assad. The revolution in Syria was a peaceful reaction to years of repression, killing, and persecution.
Continuing this situation with international and Arab reluctance to take decisive measures to save the Syrian people will lead to the option of extremism, which would threaten the fate of the country and its people. One of the dangerous goals of Bashar Al-Assad is to divide Syria, with a focus on Homs, to destroy it and expel its residents, making it a part of a bridge linking it with Iran through Iraq.
Dear brothers, leaders of the Arab countries, you certainly appreciate the danger of the current situation and the strategy of the tripartite alliance not only to Syria but also to the security, stability, and future of Arab Mashreq countries.
The Syrian people alone face the great ambitions of Iran to restore history when it was a great country in the world before Islam. The Russian Federation hopes that its partnership with Iran will help it regain its role as a great power by achieving stability in the warm waters of the Mediterranean Sea and through its alliance with Iran, preserving its interests in Asia Al-Wusta.
The Syrian people hope that their brothers in the Arab world will face the danger of the situation not only for the future, fate, and security of Syria but also for the future, security, and stability of the Arab countries, especially in the Arab Mashreq. To achieve this, we urge the following:
(a) Contact international powers and make every effort to form a military coalition to save the Syrian people and overthrow the tripartite alliance by saving the people of Syria. (b) Provide the revolution in Syria with weapons that enable Syrians to defend themselves and drain the killing regime in preparation for its overthrow. (c) Avoid excluding and discriminating against civilian and military structures and adopting an approach of unity among opposition forces.
The formation of the National Coalition Authority and the Military Staff has excluded effective political and military forces, leading to more differences in the Syrian arena. We ask God to help you in your efforts to save and protect the Syrian people and enable them to determine their future.
Abdel Halim Khaddam, former Vice President of the Syrian Arab Republic
