Resolutions of the Fifth Conference of Foreign Ministers of Non-Aligned Countries on the issue of Palestine and the Middle East.

The Fifth Conference of Foreign Ministers of Non-Aligned Countries, held in Lima, Peru, from August 25 to 30, 1975,

  1. Decides

    a. Reaffirms its full and effective support for the Palestinian people in their legitimate struggle to regain their national rights in Palestine, including:

    • Their right to return to their homeland and property
    • Their right to self-determination without external interference
    • The exercise of their sovereignty over their land
    • Establishing their independent national authority

    b. Commits to working in all fields to realize and uphold these rights. Non-Aligned countries also pledge to take all appropriate measures to achieve this goal.

    c. Works in coordination between the Non-Aligned Movement and the Palestine Liberation Organization (PLO) to develop a strategy aimed at liberating Palestine, considering the Palestinian issue as important for the Non-Aligned countries.

  2. Calls upon all countries to support the Palestinian people by all means in their struggle against Zionism and racist colonialism to restore their full national rights, and emphasizes that the restoration of these rights is an essential condition for establishing a just and lasting peace in the Middle East.
  3. Calls on the United Nations to work towards implementing General Assembly Resolution 3236, adopted during its twenty-ninth session.
  4. Reaffirms that the Palestine Liberation Organization (PLO) is the sole legitimate representative of the Palestinian people and their legitimate struggle.
  5. Requests all Non-Aligned countries to adhere to and implement all decisions from Non-Aligned Summits and Foreign Ministers’ Conferences related to the Palestinian issue as quickly as possible.
  6. Finds it appropriate, in order for the PLO to succeed in its struggle to establish a future state for the Palestinian people, to grant the organization every opportunity to increase its contacts with the governments of Non-Aligned countries. This could take the form of representation in the capitals of those countries.
  7. Condemns Israel’s violations of human rights in the occupied Arab territories and its refusal to implement the 1949 Geneva Convention regarding the protection of civilians in wartime. It also condemns its policy of altering the natural and cultural landmarks of the occupied territories, considering these actions and practices as war crimes and a challenge to all humanity.
  8. Considers all measures taken by Israel in the occupied Arab territories aimed at changing their demographic, geographic, social, cultural, and economic features, including measures aimed at Judaizing Jerusalem, as null and void. It also considers that these measures and their outcomes cannot, under any circumstances, be recognized. Condemns the Israeli occupation authorities’ attempts to Judaize the occupied territories and desecrate sacred sites, especially the recent attack on the Ibrahimi Mosque in Hebron, and considers these actions to be invalid and illegal.

9. Condemns all countries that provide military, economic, and human support to Israel and calls on these countries to immediately cease such support.

10. Calls on those countries that have not severed their political, cultural, and economic relations with Israel to do so.

11. Requests all Non-Aligned countries to take the most appropriate measures to increase the pressure on Israel in the United Nations and its specialized agencies, including the possibility of depriving Israel of its membership in these organizations if necessary.

12. Decides to include the Palestinian issue on the agenda of the summit conference to be held in Sri Lanka in 1976.

13. Requests the Non-Aligned Coordinating Office to present a report on the developments of the Palestinian issue to the upcoming Non-Aligned Summit Conference to be held in Sri Lanka in 1976.

The Fifth Conference of Foreign Ministers of Non-Aligned Countries, held in Lima, Peru, from August 25 to 30, 1975, having listened to the statements made by various delegations during the conference,

and having noted with grave concern the ongoing deterioration of the situation in the Middle East due to Israel’s continued aggressive policy, its refusal to comply with United Nations resolutions, and its ongoing attacks on the Arab people within and outside the occupied Arab territories, as well as its continued obstruction of every effort to achieve a just and lasting peace in order to buy time and impose faits accomplis to entrench aggression and occupation,

and reaffirming that a just and lasting peace in Palestine and the Middle East can only be achieved on the basis of Israel’s complete withdrawal from all occupied Arab territories, the exercise by the Palestinians of their full national rights to sovereignty, national independence, and self-determination,

and reaffirming that Israel’s continued occupation of Arab territories by force and its violation of the Palestinian people’s national rights constitute, in itself, ongoing aggression and a serious threat to the security of the Arab states, their people, and their territorial integrity and sovereignty,

and expressing its grave concern over the invalidity and illegitimacy of the measures taken by Israel to alter the geographical and cultural features of the occupied Arab territories with the aim of Judaizing Jerusalem and other parts of the occupied Arab territories,

and being convinced that, given Israel’s continued violation of the principles of the United Nations Charter and its ongoing aggression against Arab states and the Palestinian people, it is time to implement the sanctions stipulated in the United Nations Charter against Israel,

and being also convinced of the necessity for Non-Aligned countries to take appropriate and practical measures to confront the aggressive actions and violations committed by the Zionist enemy,

  1. Reaffirms its full and effective support for the frontline states and the Palestinian people in their legitimate struggle to recover all occupied territories and stolen rights by all possible means.
  2. Condemns Israel’s ongoing policy of aggression, expansion, and annexation of Arab territories by force and its attempts to alter their demographic, geographic, economic, and cultural characteristics.
  3. Condemns Israel for its continuous refusal to adhere to United Nations resolutions and its deliberate obstruction through various maneuvers of every effort to establish a just and lasting peace in the region.
  4. Condemns the continuous policy of repression followed by the Israeli occupation authorities against the Arab population in the occupied territories, as well as their ongoing violations of their human rights and the 1949 Geneva Conventions, particularly the Fourth Convention on the Protection of Civilians. It also condemns their attacks and barbaric raids on refugee camps and their bombing of civilian targets in southern Lebanon, thereby violating all principles of international and humanitarian law.
  5. Strongly condemns the stance of countries that supply Israel with aid, weapons, and means of killing and destruction, and asserts that the true aim behind flooding Israel with such vast quantities of weapons is to establish it as a forward base for racism and colonialism in the heart of the Arab homeland, Africa, and the Third World in general. It also considers any assistance or aid to Israel as, in fact, encouragement and participation in entrenching Israeli occupation and continued Israeli aggression.
  6. Calls on all Non-Aligned countries to provide all available forms of support to the Arab frontline forces to enhance their struggle against Zionist aggression.
  7. Requests Non-Aligned countries to take the most appropriate measures to intensify their pressure on Israel in the United Nations and its specialized agencies, including the possibility of ultimately depriving it of membership in these institutions.
  8. Considers Zionism a threat to world peace and decides to organize a media campaign involving all media outlets of Non-Aligned countries to expose the racist and aggressive nature of the Zionist entity, in a continuous and planned manner to counter and address all misleading Zionist propaganda aimed at inciting hostility against the Arab homeland.
  9. Requests the Non-Aligned Conference Secretariat to closely monitor developments in the Middle East and provide a report to the summit conference, and decides that the situation in the Middle East should remain one of the most important agenda items of the said conference.
