The agreement between the Palestinian Salvation Front, the Lebanese National Front, and the Amal Movement, with the presence of Syrian Vice President Abdul Halim Khaddam, includes the following:
- Ceasefire: Halting all hostilities and incursions, removing armed manifestations from conflict areas, evacuating the wounded, and carrying out all humanitarian tasks within the camps.
- Withdrawal of Forces: The Amal Movement forces and the 6th Brigade will withdraw from the camps and return to their positions prior to the onset of fighting.
- Return to Duties: The 6th Brigade will resume its normal duties as it did before the recent events.
- Release and Return: Release of detainees and the return of displaced individuals to their homes, with assistance provided to repair damages.
- Security Coordination: Camp security in Beirut is an integral part of Beirut’s security. The security committee formed during the Islamic meeting held in Damascus will develop a comprehensive and unified security plan for all of Beirut, including the camps, in coordination with the Salvation Front and Internal Security Forces. The Internal Security Forces will ensure security in the camps and establish police stations there.
- Reconciliation and Public Seminars: Conduct reconciliations and public seminars to alleviate the tension and mobilization caused by recent events.
- Security Plans: When agreements are reached among different Lebanese parties on security plans for Greater Beirut or other Lebanese areas, or when the National Reconciliation Government develops security plans, the Palestinian camps will be treated as Lebanese areas. Decisions and measures applied to Lebanese people will also apply to Palestinians.
- Heavy and Medium Weapons: Heavy and medium weapons will be placed outside the Beirut camps under the supervision of the Joint Coordination Committee until a comprehensive or partial disarmament of weapons in Lebanon is carried out according to security plans agreed upon by Lebanese parties or decided by the National Unity Government.
- Formation of Joint Coordination Committee: A Joint Coordination Committee will be formed, including two representatives from the Amal Movement, the Salvation Front, and the Democratic National Front, along with a Syrian observer. This committee will coordinate political, social, and security matters, monitor the implementation of this agreement, address urgent issues, oversee reconciliations and public seminars, and coordinate political and militant positions against threats and conspiracies that could impact the unity among these forces or those targeting the Lebanese national position, the Palestinian cause, or Syria.
- Strengthening Alliances: The Democratic National Front, the Amal Movement, and the Salvation Front, in a meeting under Syrian leadership, will develop a program to strengthen the alliance and cooperation among them to enhance their national struggle, continue joint efforts, especially armed struggle, support the Palestinian revolution, and work towards a national solution for the Lebanese crisis.
- Alliance with Syria: The Lebanese and Palestinian national forces affirm the importance of the alliance with the sisterly Syria, under President Hafez al-Assad’s leadership, to confront imperialist-Zionist-reactionary schemes, considering Syria’s national and progressive policies as the fundamental force in the Arab homeland confronting these schemes in the region.
- Leadership Recognition: The Democratic National Front and the Amal Movement consider the Palestinian National Salvation Front as the responsible and recognized political leadership for Palestinians in Lebanon, until the Palestine Liberation Organization restores its unity and its anti-imperialist, anti-Zionist, and anti-reactionary program.
- Respectful Treatment: The Democratic National Front and Amal will work to ensure brotherly and respectful treatment of the Palestinian brothers in Lebanon, creating better living conditions until their goals are achieved and they can return to their homeland, similar to what is practiced in other Arab countries.
