Syrian Vice President Abdel Halim Khaddam has stated that the upcoming Arab Summit in Beirut will address all proposed ideas. The primary focus will be on developing clear ideas that encompass Arab constants, including the restoration of occupied Arab territories and the national rights of the Palestinian people. These rights encompass establishing an independent state with Jerusalem as its capital, the right to self-determination, and the right of return for Palestinian refugees.

During a press statement in Tripoli, the capital of Libya, Khaddam, who was conveying a message from Syrian President Bashar al-Assad to Libyan counterpart Muammar Gaddafi, emphasized that these combined elements are essential for achieving peace and establishing normal peaceful relations, provided that Israel respects Arab rights.

Regarding the Saudi initiative, Khaddam remarked, “Upon discussing with our Saudi brothers, we discovered that our ideas align. We agree on the restoration of occupied Arab territories and the complete Israeli withdrawal beyond the June 4, 1967, line. Furthermore, we concur on the establishment of a Palestinian state with Jerusalem as its capital, as well as the significant issue of the return of Palestinian refugees. These matters are all encompassed, as we were informed, in the Saudi ideas, which will be presented at the summit as an initiative.” He added, “We are actively working and hopeful that everyone will contribute to the success of the Beirut summit.”
